About this opportunity

The Florida School for the Deaf and the Blind (FSDB) has issued a notice of intent to enter into negotiations for a Food Service Consultant contract under Florida Statute 287.057(6), which allows for direct negotiations when fewer than two responsive bids are received. The original competitive solicitation, initially numbered ITB-26-041 and re-advertised as IN-26-082, seeks a consultant to provide nutrition programming services, food policy planning, and related aid. The procurement process is specifically for St. Johns County and will involve establishing comprehensive terms and conditions with the selected vendor, HPS. The solicitation period runs from January 9, 2026, at 3:00 PM through January 14, 2026, at 3:00 PM, with Christine Skaggs (skaggsc@fsdbk12.org) serving as the primary contact for inquiries. Potential respondents should note that telephone inquiries are not accepted, and any interested parties must follow the specific communication guidelines outlined in the solicitation document.

The solicitation does not explicitly mention specific set-aside designations or restrictions on organizational respondents. No incumbent vendor details or existing infrastructure integration requirements are specified beyond the current negotiation with HPS. The document provides a detailed protest procedure for any parties adversely affected by the procurement decision, requiring a written notice of protest within 72 hours of the Notification of Intent to Award and a formal written protest within ten days, potentially requiring a protest bond as outlined in section 28-110-005, F.S. While the exact award value or budget range is not disclosed in the provided documentation, the contract appears focused on food service consulting services for the Florida School for the Deaf and the Blind. Potential respondents should carefully review the full solicitation document and be prepared to comply with Florida's specific procurement statutes and administrative rules governing competitive solicitations and contract negotiations.

BE SURE TO READ THE ENTIRE ADVERTISEMENT BEFORE CONTACTING THE AGENCY WITH BID RELATED QUESTIONS.

Florida School for the Deaf and the Blind (FSDB) and the Selection Committee sincerely appreciates the time, care, and effort employed by all respondents to the subject solicitation in the production of their proposals.
