About this file

This is a Notice of Agency Decision to Enter into Negotiations document issued by the Florida School for the Deaf and the Blind (FSDB) for a Food Service Consultant contract. The solicitation, originally numbered ITB-26-041, was re-advertised as IN-26-082 for nutrition programming services and food policy planning and aid. The advertisement period ran from January 9, 2026, at 3:00 PM through January 14, 2026, at 3:00 PM. FSDB received fewer than two responsive proposals in response to the original competitive solicitation, which triggered the agency's decision to proceed with negotiations under Florida Statute 287.057(6). The selected vendor for negotiations is HPS.

FSDB will conduct contract negotiations with HPS to establish terms and conditions for this Food Service Consultant engagement. The primary contact for inquiries is Christine Skaggs, who can be reached via email at skaggsc@fsdbk12.org; telephone inquiries are not accepted for competitive solicitation matters. Any party adversely affected by FSDB's procurement decision may file a written notice of protest within 72 hours of the Notification of Intent to Award, with formal written protests due within ten days thereafter. Protests are governed by Florida Statutes 120.57(3) and may require posting a protest bond as outlined in section 28-110-005, F.S.
