About this opportunity

The University of Illinois is soliciting bids for construction of the Integrated Bioprocessing Research Laboratory (IBRL) Addition, a 32,366-square-foot two-story research facility addition on the Urbana campus, with electronic bids due November 4, 2026 at 2:00 PM CT. Attendance at one of two mandatory virtual pre-bid conferences (October 15 or October 22, 2026 at 10:00 AM CT) is required; an in-person site walkthrough is scheduled for October 20 but not mandatory.

The scope encompasses a new non-combustible Group-B laboratory facility serving the College of Agricultural, Consumer & Environmental Sciences, including a 7,500-square-foot highbay bioprocessing pilot plant connected by service corridor to the existing IBRL, two adjacent Volatile Extraction rooms, traditional laboratory space with benches and fume hoods, office and administrative areas, and spaces for meetings and tours. The project also includes site work: rerouting and modifications to Parking Lot F4, modifications to a shared bicycle-pedestrian route, and a new truck dock with leveler on the north side for deliveries and service access. The facility sits on 1.95 acres bounded by Pennsylvania Avenue and Goodwin Avenue in Champaign County.

The University is pursuing LEED Silver certification under LEED v4 BD+C. A mandatory Project Labor Agreement with the East Central Illinois Building and Construction Trades Council applies. The project is partially funded by Federal funds from the U.S. Department of Commerce Economic Development Administration and is subject to associated Federal laws and regulations. Contract award is contingent upon environmental clearance from HUD.

Bid categories include General Contractor and subcontractors for Plumbing, Heating Piping, Refrigeration, Temperature Control, Ventilation & Air Distribution, and Electrical services. Pre-qualified bidders obtain bidding documents for a $500 refundable deposit check payable to Ross Barney Architects through the Eastern Engineering-Champaign Office. Requests for Information are due no later than 10 calendar days prior to bid opening (by October 25) via email to Dennis Craig at dlcraig@illinois.edu. The professional services consultant is Ross Barney Architects, with Mordecai Scheckter as company contact.

Opportunity text

The Integrated Bioprocessing Research Laboratory (IBRL) addition is a new sister facility to the existing west-adjacent IBRL and adds 32,366 gross square feet for use by the College of Agricultural, Consumer & Environmental Sciences (ACES). This addition, or IBRL 2.0, is a Group-B Business occupancy, Type II-B, non-combustible two-story structure. The site, consisting of 1.95 acres of disturbed area, is bound by Pennsylvania Ave. to the south and Goodwin Ave. to the east. Parking lot F4 and a shared route for bicycles and pedestrians are adjacent to the north and are rerouted and modified within the projects scope. The central feature of IBRL 2.0 is a roughly 7,500 square foot highbay bioprocessing pilot plant. This complements the existing IBRLs roughly 7,700 square foot processing bay to which it is connected by a service corridor sized for forklift circulation. The addition also abuts the existing IBRLs Volatile Extraction space, adding two adjacent Volatile Extraction rooms, more than doubling the capacity for these activities. Deliveries and service access for IBRL 2.0 are made on the north side of the building, simplified by a new truck dock with a leveler. This utility area connects to the original IBRLs service yard. In addition to these key features, IBRL 2.0 contains a traditional laboratory space with benches and fume hoods, office and administrative spaces, and accommodations for meetings, events, presentations and tours.
