About this opportunity

The Garrett County Health Department is seeking proposals from qualified contractors to provide insurance contracting and credentialing services for rural Local Health Departments through funding from the Maryland Rural Health Transformation Program. The procurement aims to strengthen rural agencies' capacity to contract and credential with insurance providers, thereby improving empanelment and billing processes to increase access to covered services for rural residents. Key objectives include supporting earlier disease detection, improving chronic disease management, and reducing reliance on high-cost acute care. Deliverables and required contractor expertise include demonstrating proficiency in insurance contracting, provider enrollment and credentialing, payer relations and application processes, and contracting with Medicaid Managed Care Organizations and commercial insurance networks. The initiative recognizes that Local Health Departments increasingly provide clinically reimbursable services through Medicaid, Medicare, and commercial insurers but often lack the internal resources to navigate complex contracting and credentialing processes. The procurement was posted on May 18, 2026, with a proposal due date of June 15, 2026.

The solicitation document does not specify set-aside designations, restrictions on organization types, disadvantaged enterprise provisions, incumbent vendors, current contractors, existing technology infrastructure requiring integration, or award values and budget ranges. Interested vendors should contact the Garrett County Health Department or consult the full solicitation documentation for additional details regarding eligibility requirements, evaluation criteria, submission procedures, and contract terms.

Opportunity text

Garrett County Health Department (GCHD) seeks proposals from qualified contractors to support rural Local Health Departments (LHDs) in the provision of health insurance contracting and credentialing services for clinicians and programs.

Through funding made available under the Maryland Rural Health Transformation Program (RHTP), this initiative will strengthen rural agencies' capacity for Contracting and credentialing with insurance providers. By improving empanelment and billing processes, rural residents will gain increased access to covered services locally, supporting earlier disease detection, improved chronic disease management, and reduced reliance on high-cost acute care.

Local Health Departments increasingly provide clinical services that are eligible for reimbursement through Medicaid, Medicare, and commercial insurers. Local Health Departments are essential community providers, serving predominantly low-income, medically underserved individuals. However, contracting and credentialing with payers is often complex, time-intensive, and resource-intensive.

GCHD seeks a contractor with demonstrated expertise in:

  • Contracting, insurance provider enrollment and credentialing

  • Payer relations and application processes

  • Contracting with Medicaid Managed Care Organizations (MCOs) and commercial insurance networks
