About this opportunity

Texas Southern University is requesting proposals for a pool of qualified insurance broker firms to provide insurance brokerage, consulting, risk management, and claims advocacy services on an as-needed basis, with proposals due September 29, 2026 at 11:00 a.m. Central Time. TSU anticipates awarding contracts to multiple qualified firms; selection into the Broker Pool does not guarantee any minimum amount of work.

Respondents must be licensed to transact insurance in Texas, demonstrate at least five years of experience providing insurance brokerage services to public entities or institutions of higher education, maintain Errors & Omissions Insurance, and have no conflicts of interest. Services encompass insurance program review, commercial brokerage across multiple coverage types (Builder's Risk, Cyber Liability, Professional Liability, Crime Insurance, Student Health Insurance, NCAA Accident Insurance, Foreign Travel Insurance, and specialized coverage), insurance marketing, risk management consulting, claims advocacy, policy administration, contract review, loss prevention, and reporting.

The contract term is three years with the option to renew annually for two additional years upon mutual agreement. TSU reserves the right to award without negotiation or a Best and Final Proposal round and to make split awards if deemed in the University's best interest.

Evaluation criteria and weighting are: Firm Qualifications and Experience (25%), Experience with Higher Education and Public Entities (20%), Technical Approach and Understanding of University Needs (20%), Qualifications of Assigned Personnel (15%), and Fee Proposal (20%). The Fee Proposal must include complete disclosure of all broker compensation: commission percentages by policy or coverage line, consulting fees, service fees, administrative fees, placement fees, overrides, contingent commissions, and any compensation from insurers or third parties.

Questions are due September 17, 2026, with written responses due September 22. Proposals must be physically delivered to TSU Purchasing Office, Hannah Hall Suite 333; telephone, email, and facsimile submissions are not accepted. Bid prices must remain valid for 90 days from opening. Respondents must execute Exhibit A (Proposal), provide Exhibit B (Executive Order GA-48 Compliance Statement for Higher Education), submit a 1295 Form, and acknowledge TSU Terms and Conditions.
