About this opportunity

Hillsborough County Public Schools (HCPS) is pursuing a single/sole source procurement for professional development training from the Institute for Multi-Sensory Education (IMSE), specifically focusing on Orton-Gillingham methodology for literacy instruction. The procurement involves a comprehensive week-long training program targeting approximately 230 teachers, with courses covering primary level (OG+ program) and intermediate level (Morphology+ program) training. The procurement aims to provide educators with research-based, multisensory instructional strategies designed to support students with reading challenges, particularly those with disabilities including dyslexia. Interested firms may respond by uploading Exhibit B and supporting documentation via www.myvendorlink.com during the posting period from April 7, 2025, to April 15, 2025, with a subsequent protest period from April 16, 2025, to April 18, 2025. Evaluation will focus on firms' ability to demonstrate clear and convincing documentation of equivalent or superior service capabilities. The procurement is not a competitive solicitation, and responses will be reviewed solely to determine if bona-fide alternative sources exist.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises. IMSE is positioned as the primary vendor, with training delivered by instructors holding at least master's degrees in educational fields and certification from the International Dyslexia Association. While a specific contract value is not disclosed, the scope encompasses training for 230 teachers across multiple program levels, suggesting a substantial investment in professional development. The training programs offer participants comprehensive instructional resources, digital tools, and potential graduate credit opportunities. The procurement allows for potential negotiation of terms and conditions, with sole-sourcing decisions valid for one year following School Board approval and requiring re-posting and validation for renewal. Participants will receive extensive training materials covering phonological awareness, word recognition, literacy strategies, and specialized teaching techniques for supporting students with diverse reading challenges.
