About this file

This document is a Notice of Intent to Purchase Single/Sole Source Commodities and Services from the Hillsborough County Public Schools (HCPS) Procurement Services Department, involving the Institute for Multi-Sensory Education. The procurement involves a week-long training and materials program for approximately 230 teachers to learn the Orton-Gillingham methodology, covering both primary level (OG+ program) and intermediate level (Morphology+ program) training. The single/sole source posting period is from Monday, April 7, 2025, to Tuesday, April 15, 2025, with a protest period from Wednesday, April 16, 2025, to Friday, April 18, 2025. Interested firms may respond by uploading Exhibit B and relevant documents via www.vendorlink.com to demonstrate their capability to provide equivalent services.

The unique aspect of this procurement is the explicit, systematic, and multisensory skill-based instruction specifically designed for students struggling with foundational decoding and encoding deficits, particularly those with disabilities including dyslexia. The document emphasizes that this is not a competitive solicitation, and any responses will be evaluated solely to determine if alternative sources exist. The procurement will be recommended to the Hillsborough County School Board for approval, with the potential to negotiate the best terms and conditions with the single/sole source vendor. Decisions concerning multiple-year sole sourcing are valid for one year after School Board approval and must be re-posted and validated before renewal.
