Lincoln County School District has issued a Request for Proposal for the installation of pour-in-place rubber surfacing at seven school locations across the district. The project encompasses rubber surface installation at Toledo Elementary School, Newport Middle School, ECC Playground, Yaquina View, Taft Elementary School, Crestview Heights Elementary School, and SLC Playground, with installation depths ranging from 3 to 5 inches and total surfacing areas from 1,750 to 8,000 square feet per location. The project timeline requires project initiation on June 15, 2026, with all work completed by August 15, 2026. Proposals must be submitted by March 31, 2026, at 11:00 a.m. via email to annette.brooks-flatt@lincoln.k12.or.us, by fax to (541) 336-3702, or in person to 295 NE Burgess Road, Toledo, OR 97391. The RFP does not specify any set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprises. No incumbent vendors or current contractors are identified in the procurement documents. Lincoln County School District reserves the right to refuse any proposed installation and has included an Equal Employment Opportunity clause prohibiting discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin, with contractors required to take affirmative action to ensure fair employment practices. The procurement documents do not provide specific pricing terms, budget ranges, or award values, leaving cost negotiations to the proposal evaluation and contractor selection process.
