The City of Tampa is requesting bids for comprehensive pedestrian barricade (bicycle rack) management services, including delivery, installation, on-site event support, and removal for parade routes and special events, with bids due October 30, 2026 at 3:00 p.m. through the OpenGov eProcurement Portal. A 5% bid discount applies to City of Tampa-certified Small Local Business Enterprises (SLBEs), up to a maximum of $10,000, for evaluation purposes only.
The scope encompasses two distinct service options: Option 1, in which the awardee provides all barricades and transport equipment, and Option 2, in which the awardee utilizes City-owned barricades while supplying transport equipment and trailers. Barricades must meet specified technical requirements: 2.5-meter length, 8-foot height, 3.6-foot depth, 54 pounds (with bridge base), 18 uprights spaced 4 3/8 inches apart, 16-gauge steel construction with 1.5-inch frame diameter and 0.625-inch upright diameter. Bidders must submit client references for similar work completed within the past three years, detailed equipment inventories, personnel rosters with experience credentials, and comprehensive safety program documentation. All proposers must submit an ADA Accessibility Conformance Report demonstrating WCAG 2.2 Level AA and Section 508 compliance.
The award period is one year from the effective date of award, with options for renewal by mutual written agreement for four additional one-year periods, plus the City's unilateral right to extend for up to three additional thirty-day periods. A price escalation provision is permitted after one year, not to exceed the previous year's Consumer Price Index for All Urban Consumers percentage change. Bid prices must be firm, include all shipping costs and taxes, and be quoted F.O.B. Tampa, Florida.
Awardee must obtain Commercial General Liability of $1 million per occurrence/$2 million aggregate, Automobile Liability of $500,000 to $1 million depending on agreement value, and Worker's Compensation as required by Florida law. Compliance with Florida's E-Verify requirements, Fair Labor Standards Act, Americans with Disabilities Act, and federal drug-free workplace and equal employment opportunity regulations is mandatory. Questions must be submitted through OpenGov at least six business days prior to bid opening.
