About this file

This is an attachment document related to a City of Tampa procurement for pedestrian barricade management services in Florida. The scope of work encompasses comprehensive bicycle rack and pedestrian barricade management services including delivery, installation, on-site support, and removal for parade routes and special events. The City is seeking qualified vendors capable of operating under two distinct pricing structures: one utilizing vendor-provided equipment and another utilizing City-owned inventory. Bidders are required to submit detailed qualifications including client references, complete equipment inventories, and comprehensive safety program documentation. The procurement requires vendors to comply with strict operational standards established by the City for service delivery and equipment management.

The solicitation requires bidders to demonstrate robust operational capabilities and safety compliance. Vendors must provide evidence of past performance through client references and maintain adequate equipment inventory to support the City's event needs. The dual pricing structure allows the City flexibility in sourcing barricade services based on operational requirements and cost considerations. Bidders should be prepared to support parade routes and special events throughout Tampa, with services potentially spanning multiple events throughout the contract term. The procurement emphasizes vendor qualifications and safety protocols as critical evaluation criteria, indicating the City's priority on reliable, professional service delivery for public events.

1. Estimates vs. Actuals: All linear foot measurements are provided for estimation purposes only.

Actual deployment quantities may vary based on field conditions; compensation will be calculated strictly on actual verified usage.

2. Coordination Meetings: A planning session will be scheduled at least two (2) weeks prior to each event to review operational details.

3. Barricade Layout Plans: Finalized pedestrian barricade placement plans will be issued a minimum of two (2) weeks prior to each event.

4. Weather Contingencies: Events may be canceled on the day of execution due to inclement weather and rescheduled only if the event promoter has established an approved rain date.

5. Rain Date Execution: Utilization of an approved rain date requires full re-deployment, verification, and resetting of all bicycle racks.

6. Variable Logistics: Event locations, dates, times, and routes are subject to annual adjustments due to municipal infrastructure and road construction projects.

7. Event Duration: Parade and event durations listed above are approximate.

8. Deployment Timelines: Barricades must be fully installed and secured one (1) to two (2) hours prior to the official event start time. Exception: Gasparilla events require complete barricade deployment up to eight (8) hours prior to start times due to early heavy crowd accumulation.

9. Retrieval Protocol: Barricades must be picked up immediately following the conclusion of the event.

10. Special Exception: Due to extreme pedestrian congestion in Ybor City, immediate post-event retrieval is restricted for the Gasparilla Knight Parade.
