About this opportunity
The City of Philadelphia is soliciting quotes for installation of AES access control on an entry gate at 2300 Poplar Street under micro purchase Bid B2627312, with quotes due June 5, 2026. This is a sole-source procurement restricted to Advanced Electronic Security, Inc. (AES), per a sole-source authorization letter from KWP Pennsylvania, Inc. dated March 11, 2026, citing system integrity and the requirement that the 2300 Poplar Street access control system integrate with and operate through the central system housed at the Department of Public Health's primary facility at 1101 Market Street.
The scope is installation of AES access control system components on the entry gate at 2300 Poplar Street. Vendors must quote all line items to be eligible for award; the City reserves the right to award the contract as a whole or by line item, whichever is in its best interest, to the lowest responsive and responsible bidder.
Bidders must submit an executed Consent and Authorization Agreement prior to the quote deadline; submission via vendor profile attachment is strongly encouraged, though it may alternatively be included with the first submitted quote. Once accepted by the Procurement Department, the Agreement need not be resubmitted for subsequent quotes. Submission through the PHLContracts eProcurement platform constitutes a binding agreement. Vendors must complete a Seller Checklist including verification of seller role, confirmation of Local Business Entity (LBE) certification status if applicable, entry of unit costs, acceptance of terms and conditions, and submission of required attachments. Submission of an LGBTQ Applicant Data Form is optional.
Vendors must not commence delivery or services until notified by the department. Questions regarding platform requirements or the Consent and Authorization Agreement should be directed to PHLContracts Customer Service at 215-686-4755, 215-686-4720, 215-686-4721, or PHLContracts@phila.gov.
