About this file

This file is a Seller Checklist for Small Purchases from the City of Philadelphia Procurement Department, specifically for Bid B2627312, which concerns the installation of AES access control on an entry gate at 2300 Poplar Street in Pennsylvania. The checklist serves as a procedural guide for vendors submitting quotes through the PHLContracts platform and outlines the systematic steps required to complete and submit a bid response. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and are instructed not to deliver services or products until notified by the department.

The checklist requires vendors to complete multiple sequential steps including verification of seller role, confirmation of Local Business Entity (LBE) certification status, entry of unit costs for each item, completion of mandatory questions, acceptance of terms and conditions, and submission of required attachments. Critical documentation requirements include an executed Consent & Authorization form, which must be on file in the vendor profile prior to quote consideration, and an optional LGBTQ Applicant Opportunity Data Form. The summary tab requires vendors to review their complete quote and address any red validation warnings before final submission through the PHLContracts portal at www.PHLContracts.phila.gov.
