About this opportunity
The City of Turlock, California is requesting proposals for installation, change-out, and disposal services of granular activated carbon (GAC) from its Water Distribution System Granular Activated Carbon Adsorption System (GACAS) at Well 8, with proposals due September 15, 2026 at 3:00 PM. Questions are due September 8, 2026 at 3:00 PM.
The scope includes removal of spent GAC, furnishing and delivery of virgin coconut shell-based GAC, installation and conditioning of new carbon, disinfection of vessels and piping, and disposal or reactivation of spent GAC at a permitted facility. The GACAS comprises two existing 12-foot-diameter pressure vessels with a combined carbon volume of 1,428 cubic feet designed to treat 1,2,3-trichloropropane (TCP) at the Well 8 location (1690 Palmer Drive). GAC replacement is anticipated every three years based on source water quality and operational performance.
Contractors must demonstrate a minimum of five years of experience performing GAC change-outs for potable water treatment systems with prior experience removing TCP using coconut shell-based GAC. The GAC must be NSF/ANSI 61 certified and comply with American Water Works Association standards, with specified properties including iodine number of 1050–1100 mg/g, bulk density of 28–30 lb/ft³, and abrasion minimum of 85. Submittals must include product data sheets, laboratory test reports documenting GAC properties, temperature-specific media curves, and a detailed description of spent GAC disposal or reactivation facilities.
Pricing must be lump-sum for the complete GAC change-out. The Contractor shall warrant the GAC against bacteriological contamination and leaching of regulated contaminants for two weeks following placement back into service, with the Contractor responsible for all costs to correct deficiencies. Proposals must be submitted through the City's OpenGov Procurement Portal; no hard copy submissions are accepted. Contract approval is anticipated for October 27, 2026, subject to change.
