C. Conditioning shall include soaking, backwashing, and flushing per manufacturer recommendations.

D. All conditioning and flush-to-waste water shall be discharged only at City approved locations.

E. The Contractor will be responsible for cleanup of all GAC and slurry spills that may occur during the

GAC transfer operation.

Start-Up and Acceptance

The water provided by the City meets all the MCLs for organic and inorganic contaminants except for TCP. The

City acknowledges that some TCP may leak from the vessels immediately following backwashing; however, it is expected that no TCP will be detected in the effluent following a brief period (1 hour) of forward flushing or normal operation. The effluent of the system will be sampled (after the washing is considered complete) and tested by an independent laboratory. These water quality tests may be repeated within two (2) weeks after start

up. The treatment system must provide water that does not exceed the MCLs for primary or secondary contaminants during that time period. The Contractor shall submit complete laboratory analytical reports and associated sampling information to the City promptly upon receipt, and before final acceptance of the work.

The Contractor shall be responsible, for all costs associated with required water sampling, laboratory analysis, reporting and any retesting. These costs shall be included in the Contractor's proposed lump-sum price, with no additional cost to the City. The laboratory shall be certified by the California Environmental Laboratory

Accreditation Program (ELAP) and approved to perform 1,2,3-trichloropropane (TCP) testing. Acceptable analytical method(s) include SRL 524M-TCP to meet the minimum required California reporting limits of 0.005 ug/L.

Title: Installation, Change Out and Disposal Services of Granular Activated Carbon (GAC) from the City's Water Distribution System Granular

Activated Carbon Adsorption System (GACAS) at Well 8 16

The Contractor shall warranty the GAC against the following conditions occurring within two (2) weeks of the vessels being placed back into service:

• Bacteriological contamination: Contractor shall warrant against the detection of coliform bacteria in intermediate or effluent sample ports. This provision does not apply if coliforms are present in the raw well water upstream of the pump discharge check valve.

• Leaching of regulated contaminants: Contractor shall warrant against the leaching of any regulated inorganic contaminants, including arsenic, from the carbon that results in the treated water or conditioning water levels exceeding the applicable maximum contaminant levels (MCLs). This provision does not apply to nitrate if the raw water nitrate level exceeds one-half of the nitrate MCL.

Should either condition occur, the Contractor shall be given two (2) working days following notification to propose a mitigation strategy (e.g. carbon disinfection) to bring the carbon back into compliance. The issue must be corrected or the carbon replaced within two (2) weeks. All costs for correcting the problem including labor, disinfection, laboratory analysis and materials shall be paid for by the Contractor.
