About this opportunity

The Massachusetts Bay Transportation Authority (MBTA) is requesting proposals for the installation and services of two 50 kVA redundant uninterrupted power supply units at the MBTA Police Station, 240 Southampton Street, Boston, with proposals due September 23, 2026 at 2:00 p.m. EDT and a mandatory pre-bid site visit on September 2, 2026 at 11:00 a.m. Prevailing wage requirements apply under Massachusetts General Law Chapter 149.

The scope is 100% turnkey: removal and replacement of existing Liebert AP341 Series 300 (30 kVA) and Mitsubishi UP2033D-D503DU-2 (50 kVA) units with two new 50 kVA parallel redundant modules installed sequentially without interruption to critical loads. Work includes equipment procurement, installation, testing, removal and disposal of existing units, wiring modifications, alarm messaging integration into the MBTA email system, and annunciator alarm panel establishment. Bidders must supply two Dell Pro Rugged 14 laptops (or equivalent) with onsite training. Installation occurs Monday–Friday, 7:00 a.m. to 3:30 p.m. and 3:30 p.m. to 5:30 p.m., with weekend work encouraged and coordinated by the MBTA. The awarded contractor must provide 24/7/365 emergency repair services with a four-hour onsite response time from MBTA notification.

Bidders must provide firm fixed pricing via Excel spreadsheet covering materials, labor (estimated 480 regular-hours and 120 off-hours for installation), and a five-year service agreement with differentiated hourly rates for on-hours maintenance, off-hours non-emergency, and emergency response. Payment structure: 35% upon proof of material order, 15% upon delivery, 30% upon installation completion, 20% upon commissioning. The contract term is five years with estimated service hours averaging 24 annually for maintenance and 66 annually for off-hours repair. A 5% bid deposit in bid bond or certified check form is required. Manufacturers' warranties are required; the MBTA requires an 18-month full guarantee for station batteries from delivery acceptance and a one-year full guarantee for battery charger/eliminators from in-service date (or 18 months from shipment, whichever occurs first), pro-rated thereafter. Insurance includes Commercial General Liability ($1 million per occurrence / $1 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation per Massachusetts General Laws Chapter 152 ($1 million per accident, per employee, and aggregate for disease), Umbrella Liability ($5 million per occurrence and aggregate), and Professional Liability / Errors and Omissions ($1 million per claim and aggregate), all with Best's A- or better ratings. Response validity is 180 days from due date. Pre-bid attendance must be confirmed by September 1, 2026. Virtual public bid opening is September 23, 2026 at 2:30 p.m., with estimated contract execution October 7, 2026 and service start during the week of October 26, 2026.
