About this opportunity
Gwinnett County Board of Commissioners is requesting bids for inspection, maintenance, and repair services for hoists and cranes across multiple county facilities under Invitation to Bid BL028-23, with bids due February 8, 2023 at 2:50 p.m. Physical submissions only; the county does not accept electronic submittals. Firms on the Gwinnett County ineligible source list are ineligible during the period of debarment or suspension.
The scope encompasses annual inspection, maintenance, and repair services for hoists and cranes at 15 wastewater pump stations, three wastewater treatment facilities, and six water production facilities throughout Gwinnett County. Equipment ranges from bridge cranes, monorails, and jib cranes under 5 tons to units 10 tons and larger. Services include quarterly, semi-annual, and annual preventative maintenance; emergency repair services with a two-hour response time; load testing; and comprehensive inspections with certifications. The contractor must maintain facilities within two hours of all Gwinnett County locations and employ certified journeyman-level technicians with minimum five years of mechanical experience on specified hoist and crane brands. Three references demonstrating similar scope and scale projects are required.
Pricing must be submitted on the county's bid schedule with unit prices for quarterly, semi-annual, and annual maintenance services by hoist capacity category (10-ton and larger, 5–10 ton, less than 5 ton, and jib cranes), plus repair labor rates for normal and overtime hours and a parts markup percentage not to exceed 10 percent. Additional charges for travel time, mileage, trip charges, or disposal fees are prohibited. The prior contract was awarded to Crane Safety Associates of America, Inc.; 2022–2023 pricing totaled $44,442.42.
The contract term begins March 14, 2023 or upon award, with four one-year renewal options. Pricing must remain firm for the initial term. The contractor must provide current insurance certificates including workers' compensation, general liability, auto liability, and umbrella coverage. Addendum 1 (BL028-23 Ad1) provides historical pricing and must be acknowledged on page 12 of bid documents; failure to do so may render the bid non-responsive.
