About this opportunity
The State of Maine Division of Purchases is requesting quotations for inspection decals covering a three-year period (2013, 2014, 2015) with 400 units per year, with quotations due May 9, 2012 at 2:00 p.m. local time via the State of Maine's Vendor Self Service platform.
Maine's procurement policy establishes environmental preferences for paper and printing products that apply to this solicitation. Bidders offering paper products with a minimum of 30% recycled content that fall within 10% of the lowest compliant bid may receive up to a 10% price preference. Alternatively, the State will award a price premium of up to 4% above the lowest bid to procure decals with 100% post-consumer recycled or certified virgin fiber content; if no bids meet that threshold, preference is awarded to products with the highest percentage of recycled or certified content, provided the price does not exceed 4% above the lowest submitted bid. Bidders must disclose recycled content status and specifications in their response and submit proof of third-party forest product certification (acceptable certifiers include FSC, SFI, ATFS, MLCP, and PEFC-affiliated entities).
Award will be made on lowest priced conforming bid or best-value basis combining quality, conformity to specifications, delivery time, and cost, with price receiving a minimum of 25% weight. Pricing for the three-year supply must be submitted on a unit basis, delivered FOB Destination with prepaid transportation, and is firm for the contract term. The State reserves the right to increase or decrease quantities by up to 10 percent. Contract pricing may not exceed a 3% overrun. The State Purchasing Director may extend the contract beyond the initial expiration date with contractor consent, provided the total contract period does not exceed three years. Past performance is a stated consideration factor in award.
