About this opportunity

The Township of Toms River is requesting qualifications from licensed engineers for inspection and general engineering services on a pre-approved vendor list basis, with proposals due June 23, 2026 at 1:00 p.m. through the OpenGov Bid Portal. Multiple vendors may be awarded under a twelve-month open-ended contract commencing on the award date; the contract operates on an encumbered-funds basis with a not-to-exceed amount equal to the budget line item, contingent upon fund availability. A critical ethics constraint prohibits any firm that served as a consultant or provided development services on a project from subsequently inspecting that same project under N.J.S.A. 40A:9-22.1.

The scope covers engineering and inspection services for approved subdivisions, site plans, capital improvement projects, and general engineering consulting. The Township requires hourly rates for twenty staff categories ranging from Principal Engineer to clerical positions, unit costs for prints, mylars, and cloths, and a percentage markup for subcontractor costs subject to prior Township approval. All expenses are the vendor's responsibility. Successful candidates must hold New Jersey professional licenses appropriate to their service offerings.

Mandatory submission documents include Price Certification, Corporate Resolution, Statement of Ownership Disclosure, Non-Collusion Affidavit, and an Exceptions Sheet. Prior to award, vendors must submit a Business Registration Certificate, W-9, Certificate of Insurance naming the Township as additional insured with minimum coverage of $1 million per occurrence for general liability, automobile liability, and professional liability, and proof of affirmative action compliance or the AA-302 Employee Information Report.

The anticipated contract award date is July 8, 2026. The Township is exempt from state and local sales taxes. Payment follows standard municipal procedures with invoices approved monthly by Township Council; interest accrues on unpaid invoices sixty days after receipt of properly executed documentation per N.J.S.A. 40A:11-19.1.
