About this opportunity
The City of Norwich Public Utilities (NPU) has issued an Invitation to Bid (ITB) #23-33 for the procurement of Insertion Flow Meters and Reservoir Monitoring Equipment, located in New London County, Connecticut. The procurement seeks to expand flow monitoring capabilities within NPU's water system, which currently consists of approximately 200 miles of piping, five booster stations, six reducing stations, and eight storage tanks. Currently, flow monitoring is only conducted at the outlets of two water treatment plants located in Lebanon and Montville, CT, with the Lebanon plant supplying roughly 75% of the water supply. The key objective is to install additional flow monitoring devices throughout the system and implement comprehensive reservoir level monitoring capabilities. The solicitation requires vendors to provide flow meters and related monitoring equipment that can be integrated into the existing water infrastructure. The bid period is open from December 20, 2022, at 12:00 PM EST through January 11, 2023, at 2:00 PM EST, with delivery terms specified as Free On Board Destination. The primary contact for this solicitation is Robert Castronova, who can be reached at Norwich City Hall.
The solicitation appears to be open to all vendors without specific set-aside designations or restrictions on organizational types. No information is provided about incumbent vendors or current contractors, and the existing infrastructure details are limited to the current water system configuration. The solicitation does not specify any evaluation criteria, disadvantaged enterprise requirements, or integration specifications for the proposed equipment. Additionally, no estimated total contract value or budget range is disclosed in the available documentation. The payment terms are to be specified by the vendor, and no line items are defined in the solicitation. While the document provides extensive details about the water system's current monitoring limitations, it does not outline specific technical requirements or performance expectations for the proposed flow meters and reservoir monitoring equipment. Interested vendors will need to contact Robert Castronova directly for any additional clarification or detailed specifications about the procurement.
