About this opportunity

The City of Philadelphia is procuring insect repellent through a micro purchase process posted on May 5, 2026, with quotes due by May 18, 2026. This streamlined procurement allows the City to acquire products through simplified bidding procedures for purchases below a specified dollar threshold. Sellers must submit electronic quotes through PHLContracts for all line items to be eligible for award consideration, with the contract to be awarded as a whole or by individual line item, whichever best serves the City's interests, to the lowest responsive and responsible bidder. The contract term is fixed at 365 days from the effective date, with all products to be delivered FOB Destination Point at firm fixed prices exclusive of taxes. Pricing must remain valid for 60 days from submission or throughout the contract term, and no delivery or services may commence until formal notification is received from the requesting department. Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence, with the City named as an additional insured. All products must be delivered to the City's satisfaction and approval, with payment occurring only after delivery, City approval, and invoice submission.

The micro purchase opportunity does not include set-aside designations restricting participation; however, the City encourages participation from LGBTQ-owned businesses and accepts voluntary submission of the LGBTQ Applicant Opportunity Data Form to facilitate inclusion of certified LGBTQ businesses in the vendor database. Eligible organizations may also possess certifications from third-party agencies such as the Eastern Minority Supplier Development Council, Pennsylvania Unified Certification Program, Disability:IN, or Women's Business Enterprise National Council. Participation is open to vendors with legal authority to bind their companies and who are not indebted to Philadelphia for delinquent taxes and comply with all applicable laws and ethics requirements. The total contract amount cannot exceed $40,000, adjusted annually by CPI-U increases and rounded to the nearest thousand dollars, with individual purchase orders on requirements contracts not exceeding $38,000 in aggregate value. The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and requires all vendors to execute a Consent and Authorization Agreement prior to bid closing, either through their vendor profile or with their first submitted quote.
