About this file

This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes on a micro purchase for Insect Repellent in Pennsylvania. Sellers must complete all required tabs within the submission system, including the General Tab (confirming business certification status), Items Tab (entering unit costs for each line item), Questions Tab (answering mandatory questions), and Terms & Conditions Tab (reviewing and accepting bid terms). The opportunity requires that sellers quote all items to be eligible for award, and the contract will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.

Key submission requirements include obtaining and maintaining an executed Consent & Authorization form in the vendor profile, as no quote will be considered without this document on file. Sellers must also download and review all attachments, complete any mandatory attachments, and may optionally submit the LGBTQ Applicant Opportunity Data Form. The Local Business Entity (LBE) Program designation question must be answered to proceed, though it does not apply to small purchases. Sellers must ensure they are operating in the Seller role rather than Seller Admin role, address all red validation warnings, and submit their complete quote through the PHLContracts portal at www.PHLContracts.phila.gov.
