About this opportunity
Socorro County, New Mexico is seeking sealed bids from licensed pharmacies to provide prescription and over-the-counter drugs for the Socorro County Detention Center through Invitation to Bid #2021-01-415. The procurement is structured as a Price Agreement to identify one or more pharmaceutical providers to serve the detention center, which has an average monthly population of 76 inmates. Bidders must be licensed in New Mexico, registered as Medicaid providers, and maintain sufficient inventory to fill daily medication needs with unit-dose packaging and emergency order capabilities within 24 hours. The contract requires pharmacies to offer generic medication substitutions unless clinically inappropriate and provide a comprehensive formulary of prescription and non-prescription drugs. Bid submissions are due by 1:45 PM Mountain Time on March 22, 2021, with an initial one-year contract term and potential automatic renewals for up to three additional one-year terms, not exceeding four total years. Pricing will be based on Average Whole Price (AWP) with bidders offering a percentage discount, and the contract may potentially serve multiple state agencies and local public bodies throughout New Mexico.
The procurement provides potential preference for resident businesses and veteran-owned businesses in New Mexico. There are no specific set-aside designations mentioned for disadvantaged enterprises, but bidders must meet comprehensive qualifications including maintaining registered pharmacists, complying with medication packaging standards, and demonstrating ability to meet detention center pharmaceutical needs. The contract allows for a multiple source award, meaning more than one pharmacy could be selected to provide services. While specific budget ranges are not explicitly stated, the contract is designed to accommodate the medication needs of approximately 76 inmates monthly. The procurement documents indicate that the successful vendor(s) must be capable of integrating with the detention center's existing medication management protocols and provide a flexible pricing structure that could potentially extend to other governmental entities within the state. The contract includes provisions for medication returns, availability standards, and performance metrics to ensure consistent, high-quality pharmaceutical services.
