About this opportunity
Socorro County is seeking sealed bids from licensed pharmacies to provide prescription and over-the-counter medications for the Socorro County Detention Center through a Price Agreement procurement. The contract aims to supply pharmaceuticals for an average monthly jail population of 76 inmates, with potential utilization by other New Mexico state agencies and local public bodies. Bidders must be New Mexico Medicaid providers and capable of maintaining sufficient daily inventory for unit-dose medication delivery, including generic substitution when clinically appropriate. The procurement will result in one or more indefinite quantity Price Agreements with an initial one-year term, with potential automatic renewals for up to three additional one-year terms, not exceeding four years total. Key dates include a bid submission deadline of May 6, 2020, at 1:45 PM MST, with a public bid opening at 2:00 PM the same day, and anticipated contract award on May 12, 2020. Pricing will be based on Average Whole Price (AWP) with a percentage discount, and contractors must provide emergency order capabilities within 24 hours. Bidders are required to maintain professional liability insurance and adhere to specific medication packaging and labeling requirements.
The procurement allows for resident business and veteran business preferences, which may provide additional scoring advantages during evaluation. While no specific set-aside designations are explicitly mentioned, the solicitation encourages competitive pricing that could serve multiple jurisdictions throughout New Mexico. Bidders must be properly licensed pharmacies registered to do business in the state, with the potential for a multiple-source award. No incumbent vendors are identified in the documentation. The contract does not specify a precise budget range, but the procurement is structured to accommodate the pharmaceutical needs of the 76-inmate detention center with potential expansion to other state and local agencies. Contractors will be expected to provide a comprehensive formulary of prescription and non-prescription medications, with the ability to deliver unit-dose packaged medications daily and handle returns according to specified protocols. COVID-19 considerations are noted, with the bid opening allowing only three in-person attendees and providing a Zoom meeting option for broader participation.
