About this opportunity

Maricopa County Sheriff's Office (MCSO) and Correctional Health Services (CHS) are seeking a qualified vendor to provide, implement, and support a secure electronic medical wristband monitoring system for inmates undergoing specific medical protocols such as CIWA and COWS. The procurement targets approximately 700 wristbands to be deployed across six detention facilities, including 4th Avenue Jail, Estrella Jail, and others, with the primary objective of improving emergency response and reducing adverse health events during the first 72 hours of inmate intake. The proposed system must provide continuous monitoring of inmates' vital signs, including heart rate, oxygen saturation, blood pressure, and body temperature, with the ability to escalate alerts based on predefined thresholds. Technical requirements include precise location tracking within a 10-foot radius, unique device identification, multi-station alert monitoring, and cloud-hosted solution capabilities with end-to-end device encryption. Proposals are due on October 7, 2025, at 2:00 p.m. Mountain Standard Time, with a non-mandatory site walk scheduled for September 30, 2025. The county will evaluate proposals based on compliance with specifications, vendor qualifications, and pricing, with the potential to award the contract to a single or multiple vendors.

The solicitation does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. The contract term is three years, with potential for two additional years of renewal or month-to-month extension, and allows for cooperative purchasing through Strategic Alliance for Volume Expenditures (SAVE) and Intergovernmental Cooperative Purchasing Agreements. While no incumbent vendors are specified, the system must integrate with existing technologies, including OKTA for single sign-on and support reporting through SSRS or Power BI. The vendor must provide comprehensive training for 50-75 County personnel and ensure the wristbands meet specific correctional environment standards, including being tamper-proof and having a minimum 24-hour battery life. Though exact budget ranges are not explicitly stated, the pricing sheet requires vendors to submit an all-inclusive three-year total covering wristbands, hardware, software, training, maintenance, and support fees. The total daily inmate population ranges from approximately 6,500 to 7,500, which provides context for the scale of the potential contract.
