About this opportunity

The City of Richmond, California is issuing a Request for Proposals to develop a comprehensive five-year Information Technology Strategic Plan that will assess the City's current IT infrastructure, identify future technology needs, and provide strategic recommendations for governance, cybersecurity, staffing, and capital investments supporting 12 municipal departments. Deliverables include a draft IT Strategic Plan followed by a final plan, both incorporating executive summaries, findings, recommendations, implementation timelines, and order-of-magnitude cost estimates. Qualified proposers must demonstrate a minimum of three years of verifiable California experience, maintain 100% independence from hardware or software vendors, and provide at least one sample IT Strategic Plan for a similar public agency plus three client references from the past three years. Evaluation criteria weight experience of key personnel and the firm at 15% each, client references and proposal quality at 15% each, understanding of services and feasibility at 10% each, and cost at 10%, with interviews possible for top-ranked proposers at the City's discretion. Proposals must be submitted electronically by 5:00 p.m. on May 6, 2026, with the final day to submit questions by April 22, 2026; the anticipated contract term is one year with an option to renew for an additional year by mutual agreement, with an effective date of June/July 2026. Proposers must provide detailed cost breakdowns identifying staff hours, hourly rates, direct costs, and subcontractor services, with no additional funds available beyond the original quote.

The procurement does not contain specific set-aside designations or restrictions limiting eligible bidders to disadvantaged enterprises or particular organization types; however, contractors must comply with all Richmond Municipal Code ordinances including nondiscrimination, local employment, living wage, and Sanctuary City contracting requirements, and cannot provide Data Broker or Extreme Vetting services to U.S. Immigration and Customs Enforcement. Contractors must obtain specified insurance coverage within 15 days of the Notice of Intent to Award, including Commercial General Liability of $2,000,000 per occurrence, Automobile Liability of $1,000,000 per occurrence, Workers' Compensation Insurance at statutory limits, and Professional Liability or Errors & Omissions insurance appropriate to the contractor's profession. No incumbent vendors or current contractors are referenced in the procurement documents. The RFP does not specify a budget range or award value; however, the contract establishes that the City's total payment obligation shall not exceed an amount to be determined during the procurement process, with compensation structure and payment terms to be detailed in the executed contract exhibits. All contractors must obtain a City business license and submit compliance certifications prior to contract execution.
