About this file

This is a Sanctuary City Compliance Statement form required by the City of Richmond, California, for contractors bidding on municipal contracts. The statement implements the City of Richmond Ordinance 12-18 (Sanctuary City Contracting Ordinance) and applies to the Information Technology Strategic Plan contract opportunity. Contractors must certify their compliance with the ordinance requirements and acknowledge their understanding of the prohibited activities before contract execution. The statement establishes that contractors are ineligible to receive or retain City contracts if they provide Data Broker or Extreme Vetting services to U.S. Immigration and Customs Enforcement (ICE) at the time of contract execution or during the contract term.

The compliance statement defines "Data Broker" as the collection and resale of personal information from multiple sources or the aggregation of data collected for different purposes than its ultimate use, and "Extreme Vetting" as data mining, threat modeling, predictive risk analysis, or similar services. Contractors must declare under penalty of perjury that they comply with these requirements and agree to notify the City Manager immediately if they cease compliance during the contract term. Failure to comply constitutes material default, permitting the City Manager to terminate the contract and bar the contractor from bidding on future City contracts for five years. Knowingly or willfully providing false information under this ordinance is a misdemeanor offense subject to a $1,000 fine. Authorized agents of bidding entities must sign and date the completed form.
