About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is pursuing a single-source procurement for Inflatable Air Bladder Collar Systems and related components specifically for Brunswick Impact vessel models 750 and 850. The procurement is classified under UNSPSC code 25111900 for marine craft systems and is intended exclusively with Cryogenic Plastics Inc. (CPI) as the vendor. The contract will span a three-year term, with a posted date of March 28, 2025, and a final date for information submission of April 18, 2025, at 1:00 p.m. ET. The unique procurement focuses on specialized air bladder collars with a distinctive design featuring separate air chambers that can be field-repaired by FWC employees, enabling partial air loss without compromising vessel buoyancy. Vendors must demonstrate capability to fully perform contract requirements, comply with Chapter 287 of Florida Statutes, and provide evidence of integrity and reliability for good-faith performance. The procurement does not represent a traditional solicitation, and potential vendors are required to submit written information demonstrating their ability to supply the specified commodities or services.
The procurement appears to be unrestricted in terms of set-aside designations or enterprise restrictions, with no specific limitations noted for disadvantaged business participation. The estimated procurement value is $250,000, covering the three-year contract period. Cryogenic Plastics Inc. is the intended sole-source vendor, distinguished by their unique bladder design that allows for rapid, in-water repairs and minimizes operational downtime for law enforcement vessels. The procurement has been reviewed and approved by multiple FWC officials, including Rick Ulrich, Daryl Matthews, Grant Burton, Matthew Carroll, and Rachel Korade. Potential vendors must email their capability information to the contact person listed in the advertisement, with submissions required no later than the specified deadline. The contract will require vendors to warrant their comprehensive capability to meet all contract requirements and demonstrate organizational reliability.
