About this file

The document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Fish and Wildlife Conservation Commission (FWC), seeking Inflatable Air Bladder Collar Systems and related components for Brunswick Impact vessel models 750 and 850. The procurement is for a three-year term, with a posted date of 3/28/2025 and a last day for receipt of information of 4/18/2025. The specific commodity is classified under UNSPSC code 25111900 for marine craft systems and subassemblies, with the intended single source vendor being Cryogenic Plastics Inc. (CPI).

The estimated dollar amount for this procurement is $250,000, with a unique justification for single-source acquisition based on CPI's distinctive bladder design. Unlike conventional air collars with a single air chamber, CPI's bladders have separate chambers that can be field-repaired by FWC employees, allowing partial air loss without compromising the entire vessel's buoyancy. This design enables quick repairs and replacement of air bladders while the vessel remains in water, minimizing operational downtime for law enforcement activities. The procurement is approved by several FWC officials, including Rick Ulrich, Daryl Matthews, Grant Burton, Matthew Carroll, and Rachel Korade.

PUR 7776 (Revised 07/2022) Page 2 of 2

Incorporated by Reference: Rule 60A-1.045, F.A.C.

Estimated Dollar Amount:

$250,000

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

CPI has separate individual bladders within each chamber that can be changed in the field by

FWC employees in the event of puncture. Conventional air collars are a tube that holds air within a singular chamber and are not able to be repaired in the same manner. The CPI bladders if punctured or damaged will only lose air in a section at the time, and not the entirety of the vessel.

This will allow the vessel and officers to continue their job functions without the downtime needed to remove the vessel from the water. Individual bladders can be purchased in advance to give the ability to quickly repair or replace air bladder while vessel is still on the water mitigating the need to remove the vessel from the water for repair.
