About this opportunity

Seminole County Leisure Services is seeking to procure 20 loads (500 tons) of Duraedge Classic Infield Mix for its Parks and Recreation Athletic Fields through an Invitation for Bid (IFB). The procurement involves multiple deliveries throughout the contract period from October 1st, 2022 to September 30th, 2023, with specific delivery locations including Boombah Soldiers Creek, Boombah Sports Complex, and Seminole County Softball Complex. Delivery allocations are structured as 8 loads to Boombah Sports Complex, 6 loads to Boombah Soldiers Creek, and 6 loads to Seminole County Softball Complex, with each park receiving 1-2 loads per delivery. The first delivery is mandated no later than December 11th, 2022, and bidders must include comprehensive shipping and delivery costs in their proposal. Evaluation criteria focus on identifying the lowest responsible bidder who meets all specified requirements, with the county reserving the right to reject any bid, make multiple awards, or cancel the project entirely. The bid response deadline is November 23, 2022 at 2:00 pm, with all submissions required to be submitted electronically through the county's e-Procurement Portal.

The procurement opportunity does not explicitly designate specific set-aside provisions for disadvantaged enterprises. Bidders must comply with several mandatory requirements, including E-Verify participation, maintaining a drug-free workplace, adhering to worker's compensation regulations, and providing necessary documentation such as insurance certificates, W-9 forms, and business registration proof. The solicitation includes potential FEMA funding considerations, which introduces additional compliance requirements related to federal contracting standards, including equal employment opportunity, labor standards, and civil rights regulations. While a specific budget range is not disclosed, the procurement involves 500 tons of infield conditioner with associated delivery costs. Contractors must be prepared to maintain detailed records for potential audits and demonstrate compliance with federal, state, and county regulatory standards. The contract appears open to qualified vendors who can meet the technical specifications and comprehensive administrative requirements outlined in the solicitation documents.
