About this opportunity
The Missouri Department of Corrections is requesting bids for infant healthcare services at the Women's Eastern Reception, Diagnostic and Correctional Center in Vandalia under IFB DOC-FY25-0002-SL, with sealed bids due November 27, 2024 at 2:00 p.m. through MissouriBUYS (amended from the original November 21 deadline). A mandatory pre-bid teleconference is scheduled for October 31, 2024 at 11:00 a.m. Central Time, with an optional on-site facility inspection on November 4 at 10:00 a.m.
The scope covers comprehensive pediatric medical services for infants from birth through 18 months of age in the facility's nursery program, including diagnosis, treatment, preventative care, health maintenance, and coordination of specialty care. The contractor must maintain a 24/7 non-emergency triage phone line and submit monthly service reports by the first of each month. Services may be provided on-site at WERDCC or at the contractor's own medical office within a 40-mile radius. The contractor must hold current, unrestricted state licensure and demonstrate at least two years of related pediatric healthcare experience.
The contract runs January 1 through December 31, 2025, with the Department holding renewal options for two additional one-year periods on identical terms. The contractor must be fully operational by January 15, 2025. The Department provides office space, utilities, telephone service, and existing furniture; the contractor furnishes all medical supplies, equipment, pharmaceuticals, and prescription medications and maintains professional liability insurance naming the State of Missouri as an additional insured. Personnel must pass background investigations at the Department's expense and complete orientation and training at the contractor's expense.
Evaluation criteria include technical merit (proposed methodology, team qualifications, and past performance), economic impact to Missouri, and pricing. The Department will not reimburse travel expenses or court appearance costs. All infant health records become the Department's property upon contract expiration. Payment terms are Net 45 days.
