About this opportunity

The City of Greenville, Texas is seeking sealed proposals for a comprehensive water infrastructure project located in Hood County, involving the construction of an Industrial Pump Station and Storage Tanks. The procurement, identified as bid number 2025-IFB-031, requires contractors to furnish all labor, equipment, and materials to construct approximately 13,400 linear feet of water transmission and distribution mains ranging from 6-inch to 24-inch PVC, two 1.0-million-gallon prestressed concrete ground storage tanks, a 2.0-million-gallon composite elevated storage tank, and a prefabricated booster pump station with associated generator and controls. A mandatory pre-bid meeting is scheduled for Tuesday, August 12, 2025, at 10:00 am in the City Council Chambers, followed by a site visit. Bids will be accepted electronically through OpenGov or by sealed envelope until 3:00 pm on August 26, 2025, with the project expected to be completed within 730 consecutive calendar days from the notice to proceed. The evaluation criteria include price (40 points), contractor qualifications (45 points), safety record (5 points), and construction time (10 points), with bidders required to submit a cashier's or certified check or bidder's bond for 5% of the total bid amount.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must provide comprehensive documentation of their business organization, equal opportunity employment practices, and price determination certification. The City reserves the right to reject any or all bids and to waive technicalities. Contractors will be required to maintain specific insurance coverages, including Workman's Compensation, General Liability, Auto Public Liability, and Product Liability. While the exact project budget is not disclosed, the extensive technical specifications and infrastructure scope suggest a significant municipal investment in water infrastructure expansion and improvement. The contract includes provisions for potential one-year extensions if pricing, delivery, and terms remain unchanged, and allows for potential price adjustments with appropriate documentation of cost increases. Contractors must be prepared to deliver concrete materials within four hours of order placement and maintain pricing firm for one year, with the City Council expected to consider the award at a regularly scheduled meeting.
