About this opportunity

Dane County's Department of Waste & Renewables is soliciting bids for Request for Bid (RFB) No. 324041, seeking industrial pipe and vessel insulation services at the Dane County Renewable Natural Gas (RNG) Plant located in Madison, Wisconsin. The project requires comprehensive insulation and jacketing systems for process gas heat retention and liquid freeze protection across three primary systems: H2S Vessel System, PSA Vessel System, and Miscellaneous Systems. Specific deliverables include insulation for approximately 220 feet of 12-inch pipe, one 24-inch filter vessel, multiple piping segments, flow meters, and various valves, with a focus on permanent hard-jacketed insulation and removable insulation jackets for valves. The bid emphasizes selecting the lowest overall cost of use per insulation unit, with systems designed to operate in temperatures ranging from -20 to 160F. Key submission dates include a non-mandatory pre-bid meeting on September 3, 2024, questions due by September 6, 2024, and electronic bid submissions due September 20, 2024, at 2:00 pm, with project completion anticipated between October 1 and December 1, 2024.

The procurement opportunity requires bidders to submit several mandatory documents, including a 5% bid guarantee, proposed subcontractor list, and an Emerging Small Business Report. While specific set-aside designations are not explicitly detailed, the bid suggests an openness to diverse contractor participation through Best Value Contracting guidelines and fair labor practice requirements. Contractors must electronically submit bids through OpenGov's procurement portal, necessitating the creation of a free account. No incumbent vendors are mentioned, and the project appears to be for new installation at the RNG plant. Though a specific budget range is not provided, the comprehensive nature of the insulation project across multiple systems suggests a substantial contract value. Notably, heat trace installation is explicitly excluded from this bid, with certain areas having pre-installed heat tracing before insulation placement. The county reserves the right to negotiate change orders for specialized equipment like scaffolding if required.
