About this file
This is a Request for Bid (RFB) No. 324041 issued by Dane County's Department of Waste & Renewables in Madison, Wisconsin, soliciting bids for industrial pipe and vessel insulation at the Dane County Renewable Natural Gas (RNG) Plant. The project involves supplying and installing insulation and jacketing systems for process gas heat retention and liquid freeze protection across three primary systems: H2S Vessel System (including 220 feet of 12-inch pipe, a 24-inch filter vessel, various smaller piping segments, and valve insulation jackets), PSA Vessel System (12 process vessels and associated piping), and Miscellaneous Systems (additional piping and valve insulation). The bid is scheduled to be let on August 20, 2024, with a non-mandatory pre-bid meeting on September 3, 2024, questions due by September 6, 2024, and bids due electronically by September 20, 2024, at 2:00 pm, with a project completion timeline from October 1 to December 1, 2024.
The bid requires electronic submission through OpenGov's procurement portal, with bidders needing to create a free account and complete several mandatory requirements, including a 5% bid guarantee, proposed subcontractor list, and compliance with Best Value Contracting guidelines. Pricing is structured in three tables covering the H2S System, PSA Vessels, and Miscellaneous Systems, with unit costs requested for various insulation and jacketing configurations. The county emphasizes seeking the lowest overall cost of insulation per unit, and specifically notes that heat trace installation is not part of this bid. Additional requirements include submission of an Emerging Small Business Report and compliance with fair labor practices, with potential for negotiated change orders if specialized equipment like scaffolding is required.
