About this opportunity

The Missouri Department of Transportation (MoDOT), specifically its Southwest District, is seeking a vendor to provide new industrial gas cylinders through an Invitation for Bid (IFB605SW22000440). The procurement involves supplying various sizes of acetylene, oxygen, and argon/carbon dioxide mix cylinders, which must be filled with the appropriate gas and delivered to multiple maintenance facilities in locations including Bolivar, Buffalo, El Dorado Springs, Greenfield, and Stockton. The solicitation requires a single supplier to respond to all line items on a firm fixed price, low bid basis, with all delivery charges included in the unit pricing. Bids were to be submitted electronically through the MissouriBUYS Statewide eProcurement System by October 13, 2021, at 2:00 PM local time. The contract will be awarded to the lowest responsive and responsible bidder who meets all mandatory requirements, with MoDOT reserving the right to increase or decrease quantities as needed. Specific cylinder requirements include various sizes of acetylene (MC and 4), oxygen (20 and 200), and argon/carbon dioxide mix (200) cylinders, each with detailed dimensional and capacity specifications.

The solicitation encourages minority and women-owned business participation, with specific goals of 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) involvement through subcontractors, suppliers, or joint ventures. For commodity purchases over $25,000, bidders who can certify their goods are manufactured or produced in the United States are entitled to a 10% preference over bidders whose products do not qualify under the Buy American Act provisions. The contract is structured as a one-time purchase with no renewal options, and no incumbent vendor information is provided. Vendors must complete and submit specific exhibits, including Anti-Discrimination Against Israel Act Certification and Domestic Products Procurement Act certification. While no specific award value or budget range is explicitly stated, the comprehensive nature of the solicitation suggests a significant procurement for the Southwest District's industrial gas needs. Payment terms are set at Net 30 days, with invoices to be submitted electronically to SWInvoices@modot.mo.gov.
