About this opportunity

The Central Florida Tourism Oversight District (CFTOD), a Special Taxing District serving as a local government entity in Orange County, Florida, is soliciting proposals through RFP #C007060 for Industrial Control Systems Maintenance and Repair Continuing Services. This continuing services contract seeks experienced firms to provide comprehensive support, maintenance, and emergency repair services for industrial control systems supporting District-owned electrical and mechanical infrastructure, including power systems, water treatment and distribution, chilled and hot water systems, air handling, and waste management. The scope of work encompasses system design and engineering for control system architecture; control panel and cabinet design, fabrication, assembly, and factory testing; PLC and automation controller programming and deployment; SCADA/HMI solution design and implementation; utility system integration including mechanical, electrical, and process components; cybersecurity and network infrastructure design; comprehensive testing and commissioning; and technical documentation and operator training. Qualified contractors must demonstrate expertise in industrial control systems, electrical and mechanical systems integration, PLC programming, and cybersecurity standards compliance. The proposal deadline is April 21, 2026, with submission required through the PlanetBids platform. Additional schedules for questions, site visits, bidders' meetings, and contract award dates were not specified in the available documentation.

The District indicates bid preferences for local vendors, veteran-owned small businesses, and opportunity zone businesses on most solicitations; however, specific set-aside percentages or restrictions were not detailed in the provided materials. No incumbent vendors or current contractors were identified in the solicitation documents. The contractor must comply with the Owner's cybersecurity and physical security standards, including removal of all non-Owner accounts upon project completion and delivery of all source code, licenses, firmware, documentation, and passwords in secure format to support future security audits and disaster recovery operations. No specific contract award value or budget range was disclosed in the available documentation. All interested vendors must register on the PlanetBids portal to submit questions and proposals, though registration is free and bid documents may be reviewed without registering.
