About this opportunity
The St. Johns River Water Management District in Florida is issuing a Request for Qualifications (RFQ) for a contract to provide Indian River Lagoon 2023 Seagrass Mapping services. The overall objectives of the contract are for the selected Surveyor to acquire aerial imagery of the entire Indian River Lagoon in digital format in 2023, use the imagery to produce a complete map of seagrass that meets the District's specifications and supports comparisons with existing map products, and deliver the map, processed 2023 aerial imagery, and all files used in establishing orthorectification and performing other key processes. The contract is intended to support the Indian River Lagoon Comprehensive Conservation and Management Plan and the District's SWIM Plan. Respondents must have successfully completed a similar seagrass mapping project within the last five years, and all mapping services must be performed under the supervision of a licensed professional surveyor and mapper. Respondents will be evaluated on their qualifications, capabilities, availability of necessary equipment, expertise of key personnel, project management approach, and proximity to the project area. Responses are due by 2:00 pm on October 20, 2022, and the selected Surveyor will be expected to complete the work by September 30, 2024. The estimated annual budgets are $133,000 for fiscal year 2022-2023 and $137,000 for fiscal year 2023-2024, subject to the District's Governing Board budgetary appropriation.
There are no set-aside designations or restrictions on the types of organizations that can respond to this RFQ. The District has not identified any incumbent vendors or current contractors, and there is no existing infrastructure or technology that requires integration. The contract will be awarded to the highest ranked respondent that successfully negotiates the final details and costs.
