About this opportunity

Hudson Valley Community College is requesting proposals for independent auditing services under RFP 26-552, with proposals due August 24, 2026 at 2:00 p.m. The College seeks qualified public accounting firms to audit four entities: the College and its Educational Opportunity Center, the Faculty Student Association, and the Hudson Valley Community College Foundation.

Qualified firms must demonstrate at least ten years of experience auditing higher education institutions in New York State with operating budgets exceeding $75 million, Title IV federal aid experience, and total federal expenditures over $10 million. All audit work must comply with generally accepted auditing principles, Government Auditing Standards, New York State Comptroller standards, and OMB Circular A-133. Deliverables include independent auditor's reports, financial statements, compliance reports, management letters, and tax filings.

The contract term spans five fiscal years for Hudson Valley Community College (ending August 31, 2026 through August 31, 2030) and four fiscal years each for the Faculty Student Association and Foundation (ending May 31, 2027 through 2030 and June 30, 2027 through 2030, respectively). The College reserves the right to award to a single firm for all entities or to separate vendors by entity.

Evaluation weighs qualifications and experience at 35 points, technical approach at 30 points, fee structure at 30 points, and other considerations (responsiveness, value-added services) at 5 points. Proposals must include detailed fee schedules with hourly rates, projected hours, expenses, and travel costs on the provided bid form.

Insurance requirements include general liability ($1 million per occurrence / $2 million aggregate), professional liability ($1 million per claim / $2 million aggregate), workers' compensation, and automobile liability ($100,000 combined single limit). All insurers must be authorized to do business in New York State with an A.M. Best rating of A- VII or better, and Hudson Valley Community College must be named as an additional insured.

Award notification will be provided within 30 days of the proposal opening on August 24, 2026. Questions must be submitted through the Bonfire procurement portal with responses provided within five working days until August 21, 2026. No bidders' conference will be held.
