About this opportunity
The Georgia Department of Public Health is soliciting quotes to establish a contract with one qualified supplier for physical incentive gift cards in denominations of $10, $25, and $50, with quotes due October 12, 2021.
The cards serve as participant compensation in DPH projects including the National HIV Behavioral Surveillance project, Medical Monitoring Project, and other departmental initiatives. Cards are ordered on an as-needed basis by authorized DPH program staff. The solicitation is an electronic Request for Quotes under the State Purchasing Act (O.C.G.A. 50-5-50 et seq.).
The estimated contract award amount is $100,000. The evaluation process includes administrative review for mandatory compliance, product sample review, and reference verification. A reciprocal preference applies based on Georgia domicile; however, US Bank was selected as the apparent successful offeror despite not being domiciled in Georgia, based on lowest evaluated cost of $100,000 with an issuance fee of $2.00 per card. Two other suppliers responded: Truist Bank (rejected as non-low bid) and Warbucks (deemed non-responsive during administrative review).
A Notice of Intent to Award was posted April 22, 2022. Protests must be submitted electronically to doas.protests@doas.ga.gov within the timeframe specified in the Georgia Procurement Manual. The Issuing Officer is Kathleen Lane, Georgia Department of Public Health, Kathleen.Lane@dph.ga.gov. Suppliers must pass eVerify, Sales and Use Tax verification with the Georgia Department of Revenue, and debarment checks.
