About this opportunity

Davis County, Utah (Animal Care of Davis County) is requesting proposals for in-house and off-site veterinary services to support shelter animal medical and surgical needs, with proposals due October 22, 2026 at 5:00 p.m. Mountain Time through Bonfire. The County reserves the right to award multiple contracts and does not require vendors to offer every service identified in the scope.

Valid Utah veterinary licensure with appropriate DEA registrations is a pass/fail threshold. Vendors may submit proposals for in-house shelter services, off-site services, or both categories. In-house services require weekly on-site veterinary care with specified surgical capacity and medical examination capabilities. Off-site services must include after-hours emergency care, diagnostics, hospitalization, specialty services, and surgical overflow capacity. The scope encompasses preventative care, high-volume spay/neuter surgeries, population health management, emergency care, and humane euthanasia services. ACDC serves 15 municipalities within Davis County as the county's only animal shelter.

Proposals must include a completed Vendor Proposal Form; proof of valid Utah veterinary licensure and DEA registration; detailed experience descriptions in shelter medicine and high-volume surgical procedures; and up to five customer references with similar service scope. For off-site services, vendors must provide comprehensive fee schedules with line-item pricing for examinations, emergency fees, hospitalization, diagnostics, euthanasia, canine and feline spay/neuter procedures by weight category, radiographs, ultrasounds, and soft-tissue surgeries, along with any available municipal or volume discounts. Vendors must describe cost-management options including treatment authorization thresholds and pre-approved financial caps for diagnostic and stabilization care.

Evaluation criteria are valid licensing (pass/fail), experience (30%), veterinary services offered (30%), additional value (10%), and cost (30%). Professional liability insurance is required at $1,000,000 per occurrence and $2,000,000 aggregate; commercial general liability, automobile liability, and workers compensation insurance are also required per the standard contract template. Questions are due October 12, 2026 at 4:00 p.m. The estimated notice of intent to engage in contract negotiations is December 15, 2026.
