About this opportunity

The County of Orange Health Care Agency is issuing a Request for Proposal (RFP No. 042-2930601-DV) for In-Home Crisis Stabilization Services, a competitive procurement seeking qualified organizations to deliver comprehensive mental health crisis intervention and stabilization services. The services include psychoeducation, family coping strategy instruction, intensive short-term support (approximately three weeks), individual and family therapy, and crisis assessments including Lanterman-Petris-Short evaluations. The program will support multiple County systems including the mobile Crisis Assessment Team, Psychiatric Emergency Team, County outpatient clinics, Children's Hospital of Orange County Emergency Department, Adult and Adolescent Crisis Stabilization Units, and inpatient hospitals. Minimum qualifications require respondents to demonstrate five years of recent experience developing and implementing In-Home Crisis Stabilization Services, possess Medi-Cal certification capability, and maintain a facility located in Orange County suitable for certification. The RFP evaluation employs a two-phase scoring process with Phase 1 consisting of written proposals scored on five criteria: Respondent's Experience & Qualifications (150 points), Services (300 points), Performance Objectives (150 points), Staffing (200 points), and Facility (100 points), for a maximum of 900 points, with Phase 2 potentially including oral interviews worth up to 100 additional points for highest-ranked respondents. Proposals must not exceed 45 pages and are due electronically through the County's eProcurement Portal by February 18, 2026, at 4:00 PM, with a question submission deadline of February 11, 2026, at 4:00 PM, and scheduled interviews for March 10, 2026, at 10:00 AM.

The County offers a five percent deduction in cost scores for certified Orange County Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), providing a preference incentive for these designated categories. All respondents must comply with mandatory compliance statements including non-collusion declarations, conflict-of-interest disclosures, comprehensive insurance requirements (Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Professional Liability of $1,000,000 per claims made, Workers' Compensation at statutory limits, Employers' Liability of $1,000,000, Network Security & Privacy Liability of $1,000,000, and Sexual Misconduct Liability of $1,000,000), and the Levine Act Campaign Contribution Disclosure Form. The contract term will be three years running from July 1, 2026, through June 30, 2029, divided into three one-year periods, with the initial contract term determined through negotiation and renewal contingent upon available funding, contractor performance, need for services, and County policies. The contract structure utilizes an actual cost or fee-for-service basis with monthly payment in arrears; specific funding amounts for each period are to be determined, with the combined total amount not to exceed a figure specified in the Referenced Contract Provisions section and subject to a ten percent amendment allowance at the administrator's discretion for Period One funding. No start-up funds are available, and all contract funding is contingent upon sufficient federal, state, and/or county government appropriations. The contract is structured as a cooperative agreement potentially available to other Orange County departments and governmental entities.
