About this opportunity
Chatham County's Aging Services Department is issuing a Request for Proposal (RFP) for in-home aide and caregiver respite services to serve approximately 80 older adults and family caregivers throughout Chatham County for the fiscal year beginning July 1, 2023, through June 30, 2024. The contractor will provide Level II and III in-home aide services including personal care, light housekeeping, meal preparation, and caregiver respite support to enable seniors to remain in their homes and provide relief to family caregivers. Proposals must be submitted electronically in PDF format to purchasing@chathamcountync.gov and one hard copy to Michele Peluso at the County Finance Office by June 5, 2026, at 5:00 PM. All written inquiries must be submitted by May 22, 2026, at 5:00 PM. Evaluation criteria prioritize quality, responsiveness, and fair living wages for in-home aides rather than lowest cost alone. Contractors must demonstrate at least three years of business operations, provide three professional references from agencies utilizing similar services for at least one year, and comply with all North Carolina Division of Health Service Regulation and Division of Aging and Adult Services requirements. In-home aides must be at least 18 years old, non-relatives of clients, and appropriately credentialed, with Level III aides required to be registered as Nurse Aide I.
Contractors must satisfy insurance requirements including Worker's Compensation coverage with minimum $500,000 employer's liability, Commercial General Liability with minimum $1,000,000 coverage, and Automobile Liability with minimum $250,000 combined single limit. All contractors must comply with E-Verify requirements under N.C. Gen. Stat. 64-26(a) and the Iran Divestment Act under 143C-6A-5. The RFP does not identify specific set-aside designations for disadvantaged enterprises, nor does it reference incumbent vendors or current contractors. Pricing must be firm for 90 days following the bid deadline, with the awarded price good for one year, and Chatham County reserves the right to extend the awarded service for one additional year on the same bid specifications. The specific contract award value or budget range is not disclosed in the available documentation. Chatham County reserves the right to reject all proposals, negotiate with any vendors, or award to the most responsive and responsible proposer deemed in the department's best interest.
Opportunity text
The Contractor is expected to assist older adults by performing personal care tasks essential to activities of daily living, with some home management tasks possibly included as incidental to the personal care. Such personal care and home management tasks are performed to enable individuals to remain in their own homes when they are unable to carry out these activities for themselves and when no responsible person is available for these tasks. Additionally, assistance will be provided with these tasks for individuals who have a family caregiver residing with or assisting in the home. The in-home aide service will allow the caregiver to take a much-needed break and tend to other tasks or responsibilities. The Contractor is obligated to provide these in-home aide services for the Agency in accordance with the requirements of the N.C. Division of Health Service Regulation and the service policies and procedures of the NC Division of Aging and Adult Services found at https://www.ncdhhs.gov/documents/files/homeaide-policies-and-procedures/open covering such areas as aide competency, training and oversight, assessment and service planning, service priorities, and documentation and quality assurance.
