Indiana University of Pennsylvania, part of the Pennsylvania State System of Higher Education, is soliciting bids for indefinite-quantity work order construction contracts under IN-1260, with electronic bids due August 18, 2026 at 11:00 a.m. EST through PennBid. Contractors must be physically located within a 75-mile radius of the IUP campus in Indiana, Pennsylvania.
The procurement seeks multiple contractors (up to three per trade) for two distinct scopes: HVAC Services and General Construction Services. HVAC Services includes heating systems, air handling systems, heat pumps, chillers, sheet metal work, natural gas pipe distribution system repairs and replacements, and site restoration such as lawn repair and cleanup, with emergency repairs requiring 24-hour response time. General Construction Services encompasses miscellaneous carpentry, drywall, masonry, concrete repairs, and building interior and exterior renovations or repairs, along with limited site work and cleanup. Performance, payment, and maintenance bonds are required for work orders exceeding $63,985.00. Contractors must comply with Pennsylvania Prevailing Wage Act requirements for work orders exceeding $25,000.00 (current prevailing wage rates effective July 9, 2026 under Serial Number 26-06481) and the Public Works Employment Verification Act (Act 127 of 2012), requiring E-Verify utilization for all employees.
The contract is structured as a one-year initial term renewable for up to two additional two-year terms, for a maximum total of five years. Individual work orders are capped at $100,000.00 per single order and $500,000.00 per contract year, though these limits may be exceeded with written Office of the Chancellor approval. Unit prices submitted on the bid form will become contractual rates for year one and will be subject to CPI-U escalation in subsequent renewal years (base July 2026). Award will be made to the lowest qualified, responsible bidder. No bid security is required or allowed. Bidders must submit detailed unit pricing for labor classifications and equipment rates; all unit prices must be fully encumbered to include labor burdens, overhead, and profit. Questions are due July 28, 2026 at 11:00 a.m. via the PennBid message board. No pre-bid conference is scheduled. Bids must remain valid for a minimum of 60 days.
