About this opportunity
The Town of East Windsor, Connecticut is issuing an Invitation to Bid (ITB) for improvements and repairs to the Broad Brook Reservoir Dam, with sealed bids due by 11:00 AM on Tuesday, March 17, 2026, at the Office of the First Selectman, Town Hall, 11 Rye Street, Broad Brook, Connecticut 06060. A mandatory pre-bid meeting will be held at 11:00 AM on Tuesday, March 10, 2026, at the dam site located within East Windsor Park off Reservoir Avenue. The project scope includes removal and replacement of the existing intake structure; installation of a new 24-inch ductile iron outlet pipe with associated endwall and stilling basin; filling of the existing low-level outlet pipe and manhole with flowable fill; installation of a riprap approach channel on the upstream side; installation of sedimentation and erosion controls; and water handling during construction. The contractor must complete all work within 120 consecutive calendar days after contract execution and must perform at least 60 percent of the work with its own forces. Required qualifications include compliance with Connecticut prevailing wage rates, completion of ten-hour OSHA construction safety and health course certification, workers' compensation insurance, automobile liability insurance, and general liability coverage with minimum limits of $1,000,000 combined single limit plus an Owner's Protective Liability Policy. The successful bidder must submit a certified check or bid bond equal to ten percent of the total bid amount and furnish both 100 percent Performance Bond and 100 percent Labor and Material Payment Bond with approved sureties.
Connecticut state law requires that a minimum of twenty-five percent of the state-funded portion be set aside for subcontractors holding current Department of Administration Services (DAS) certification, with specific allocations of 25 percent to Small Business Enterprises and 6.25 percent to Minority, Women, and/or Disabled-owned Businesses. The selected contractor must demonstrate good faith effort to meet these set-aside goals and comply with Connecticut General Statutes 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, and must file an Affirmative Action Plan with the Commission of Human Rights and Opportunities prior to construction commencement. No incumbent vendors or current contractors are identified in the solicitation documents. The project will impact approximately 2,017 square feet of wetland areas permanently and 1,216 square feet temporarily, requiring coordination with Connecticut Department of Energy and Environmental Protection (DEEP) Inland Fisheries Section for eel passage installation and approval of a minimum three-foot water level reduction. The Town reserves the right to reject any or all bids and to reduce the scope of work to bring costs within available funds; however, no specific estimated total value or budget range is identified in the available documentation.
