About this opportunity

The Town of Manchester, Connecticut is requesting proposals from qualified consulting firms to design, engineer, permit, install, and implement Automated Traffic Enforcement Safety Devices (ATESD) at selected high-volume and historically dangerous intersections and corridors, with proposals due September 1, 2026 at 11:00 a.m. A critical constraint: the award does not obligate the Manchester Board of Directors to adopt a local authorizing ordinance; the Board may decline to adopt and terminate the contract with ten calendar days' written notice, and the Town reserves the right to terminate for unsatisfactory performance under the same terms.

Respondents must demonstrate thorough familiarity with Connecticut Public Act 23-116 and Connecticut Department of Transportation (CTDOT) guidance, including the ability to implement ATESDs for both eligible violation types across four eligible location types: traffic control signals, pedestrian safety zones, school zones, and state-approved locations. The Town intends to establish a pilot program to evaluate performance before determining expansion.

Pricing must be transparent and itemized, with detailed breakdowns identifying fixed rates versus per-ticket processing fees and costs associated with physical modifications or threshold adjustments. Connecticut exempts municipal purchases from federal excise taxes and state sales taxes, which must not be included in bid prices. Consultants should provide pricing options for a three-year contract period aligned with CTDOT's approval cycles.

Evaluation is weighted as follows: proposal quality and responsiveness (25 points), cost-effectiveness and pricing transparency (15 points), implementation history and capability in comparable jurisdictions (50 points), and demonstrated ability to foster public trust (10 points).

Consultants must carry Commercial General Liability of $1 million combined single limit per occurrence with $2 million aggregate, Professional Liability of $1 million, and Cyber Risk Insurance of $1 million. Firms with contracts exceeding $25,000 annually must comply with the Town of Manchester Living Wage Ordinance, requiring covered employees to earn $18.25 per hour (with comprehensive health benefits) or $26.70 per hour (without benefits). Questions are due August 20, 2026 at 4:00 p.m. Proposals must be submitted electronically through the Town of Manchester's OpenGov portal.

Opportunity text

The Town of Manchester ("The Town") is accepting proposals from qualified firms (hereinafter referred to as "Consultant") to assist the Town in all aspects of design, engineering, permitting, installation, and implementation of Automated Traffic Enforcement Safety Devices (ATESD).

Respondents are advised that the award of a contract does not obligate the Manchester Board of Directors to adopt a local authorizing ordinance. In its legislative discretion, the Board of Directors may decide not to adopt the ordinance, in which case the project would not proceed and the Town of Manchester reserves the right to terminate the contract.

The Town of Manchester reserves the right to reject any and all proposals, waive minor defects, and select the Consultant deemed most advantageous to the Town at its sole discretion. The Town reserves the right to terminate any resulting agreement upon ten (10) calendar days' written notice for failure by the respondent to perform to the satisfaction of the Town Manager.
