About this opportunity

The City of Urbana, Illinois Public Works Engineering Department is requesting proposals for impervious area mapping services to produce a GIS file geodatabase delineating impervious surfaces on all parcels within the city, with proposals due October 19, 2026 at 2:00 p.m. via the City's e-Procurement Portal.

The scope encompasses approximately 11.3 square miles and requires classification and mapping of building footprints, roadways, sidewalks, driveways, parking lots, gravel surfaces, railways, and swimming pools or water features. The deliverable must enable the City to calculate the square footage of impervious surface on each parcel for stormwater utility fee billing. Geometric accuracy of 95 percent or higher is required. The vendor must utilize City-provided 3-inch resolution geospatial imagery or propose a suitable alternative. The City reserves the right to implement annual updates to the impervious area map through the services contract at a later date.

Vendors must submit cost proposals alongside technical proposals, with pricing inclusive of all labor, materials, equipment, and associated charges. The contract will be governed by Illinois law and Urbana City Code, with disputes resolved by the Mayor. Vendors must comply with prevailing wage requirements if applicable, nondiscrimination provisions, and Illinois Human Rights Act requirements, and must provide proof of any required federal, state, or local permits and licenses.

Evaluation criteria are content and understanding of approach to scope, respondent qualifications and experience, and cost effectiveness, with awards made on a best-value basis. The City anticipates making an award within 90 calendar days of the submission deadline. Written questions were due October 14, 2026. No pre-submittal meeting is required. No contract value or specific funding source is identified in the RFP.
