About this opportunity

The City of Richmond Hill, Georgia is requesting proposals for an Impact Fee Study to analyze the feasibility of implementing impact fees and establish a structured fee schedule during calendar year 2027, with proposals due November 5, 2026 at 3:00 p.m. and an anticipated award on December 1, 2026.

Qualified firms must demonstrate a minimum of five years of experience in urban/regional planning or fiscal impact analysis, provide references from similar projects completed within the past ten years, maintain professional liability insurance of at least $2 million, and be licensed to conduct business in Georgia. The study will encompass comprehensive analysis of eligible services including parks and recreation, roads and bridges, water and sewer, and public safety, with development of a proposed impact fee schedule based on cost analysis. The consultant will evaluate potential reductions, appeals, and exemptions; provide administrative guidance including establishment of an advisory committee and staffing recommendations; assist in integrating a Capital Improvements Element into the City's Comprehensive Plan; and provide a written assessment of how an impact fee program can support the City's financial and development goals. All work must ensure compliance with the Georgia Development Impact Fee Act of 1990, as amended.

The tentative budget is between $35,000 and $75,000. Evaluation criteria are proposed price (25 points), firm capacity and experience (25 points), ability to meet deadlines (20 points), references from local government projects (20 points), and completeness of RFP requirements (10 points). All costs including labor, materials, travel, and printing must be included in a detailed cost breakdown by task and phase. Questions are due October 16, 2026, with responses provided by October 23, 2026. Proposals must include both a digital submission on flash drive and a printed single-sided copy. The City reserves the right to reject any or all proposals, negotiate modifications, and request oral presentations from selected firms.
