About this opportunity

The State of Maine is requesting bids for an Immunization Toolkit & Summary Report, with proposals due October 23, 2012. The procurement is governed by Maine's sustainable forestry and recycled-content preferences for paper and printing products.

All paper products and printing services must include detailed fiber-content specifications. Bidders must disclose the percentage of post-consumer recycled fiber and certified virgin fiber sourced from well-managed forest operations (acceptable certifiers: ATFS, FSC, MLCP, PEFC-affiliated entities, and SFI). Bidders must provide proof of chain-of-custody certification and identify all certification labels for each paper product. Maine will award a price premium of up to 4 percent above the lowest bid to achieve 100 percent post-consumer recycled or certified virgin fiber content; if no bids meet that threshold, preference goes to products with the highest qualifying fiber content, provided cost does not exceed 4 percent above the lowest bid. Additionally, vendors submitting bids on paper or paper products containing a minimum of 30 percent post-consumer recycled content that fall within 10 percent of the lowest compliant bid may receive up to a 10 percent price preference; vendors seeking this preference must explicitly indicate their recycled-paper bid and disclose the specific recycled-content percentage in the solicitation response comments section.

The toolkit is designed to support outreach and education campaigns increasing childhood vaccination rates throughout Maine, with customized messaging strategies targeting five distinct audience segments based on demographic characteristics, geographic location, and decision-making patterns. Materials and campaign templates are provided on an accompanying CD.

Quotations must be submitted electronically through the Vendor Self Service (VSS) platform by 2:00 p.m. local time on the deadline. Award may be based strictly on lowest price or on a combination of factors including quality, conformity with specifications, delivery time, and ultimate cost, with price receiving a minimum of 25 percent weight. The contract period may be extended at the State Purchasing Director's discretion with contractor consent to a maximum total of three years. Any contract overruns are limited to 3 percent of the original bid amount. Questions due date is not specified in the source.
