About this opportunity
The Texas Health and Human Services Commission (HHSC) on behalf of the Department of State Health Services (DSHS) is requesting bids for immunization services for DSHS Lab employees in occupational risk positions under IFB HHS0017624, with responses due August 21, 2026 at 10:30 a.m. Central Time.
The scope covers administration of CDC-recommended adult vaccines—Hepatitis B, Meningococcal Conjugate, Rabies, Tdap, Typhoid, Yellow Fever, Varicella, and MMR—by qualified healthcare professionals including pharmacists, nurses, or nurse practitioners. Services will be performed at the DSHS Lab facility at 1100 W 49th Street, Austin, Texas 78756, with contractor availability required Monday through Friday, 8:00 a.m. to 4:30 p.m. Central Time and a four-hour response requirement for service calls. Bidders must demonstrate a minimum of five years of relevant experience and submit three verifiable references for similar services within the last five years.
The historical annual spend is $94,220.00. Pricing must be submitted as firm, fixed prices on Exhibit C, inclusive of all labor, equipment, materials, and supplies. Price adjustments are permitted only at HHSC's discretion, potentially correlated to CPI-W, CPI-U, or Federal Minimum Wage increases with supporting documentation. The anticipated contract start date is September 1, 2026, with an initial term through August 31, 2027, plus one optional one-year extension at HHSC's sole discretion. The contract is subject to appropriations and availability of funds with no guaranteed volume or compensation.
Required insurance includes Workers' Compensation, Commercial General Liability of $1 million per occurrence, Commercial Automobile Liability of $1 million, Professional Liability of $1 million, and Umbrella Liability of $1 million. Background checks on all personnel are mandatory at contractor expense prior to work commencement; personnel with sex offender, child abuse, adult abuse, or fraud convictions are ineligible. HHSC will make awards based on best value determination using price, ability to perform, and meeting IFB specifications as evaluation criteria, contingent on Executive Commissioner approval.
