About this opportunity

The State of Maine is requesting bids for Immpact Palmcard 2013, with proposals due October 9, 2013. A recycled-content preference applies: the state will grant up to a 10% price preference to bids meeting a minimum of 30% postconsumer recycled material content, provided the cost falls within 10% of the lowest compliant bid.

The scope is the production and supply of palmcards for Maine's ImmPact immunization initiative, serving as portable reference tools containing immunization information, guidelines, and recommendations for Maine residents and healthcare providers.

Bidders must specify the percentage of postconsumer recycled fiber content and certified virgin fiber content for each proposed product and provide proof of the supplier's chain-of-custody certification or equivalent. Qualifying virgin-fiber certifications include the American Tree Farm System, Forest Stewardship Council, Master Logger Certification Program, Programme for the Endorsement of Forest Certification affiliated entities, or Sustainable Forestry Initiative. Vendors must explicitly identify in their bid response that they are bidding recycled paper products and disclose the recycled content percentage in the comments section.

The contract permits extension by the State Purchasing Director with contractor consent, with a maximum total contract period not to exceed three years. Contract overruns are permitted up to 3% of contract value. Past performance of vendors may be considered in award determination. Bidders must comply with the State of Maine's terms, conditions, and instructions to bidders, which establish procedural requirements for bid submission, payment terms, insurance, bonding, and contract performance expectations.
