About this opportunity
The Lowell Housing Authority is requesting bids on vehicle insurance for its entire fleet under IIFB 2026-22, with bids due September 9, 2026. All bids must be submitted through the COMMBUYS electronic bidding platform and sealed bids addressed to the LHA Department of Finance and Procurement at 350 Moody Street, Lowell, Massachusetts.
Bidders must be qualified and licensed entities capable of providing comprehensive fleet insurance coverage. The contract term is one year. The procurement is subject to HUD mandatory clauses applicable to small purchase contracts funded through federal appropriations, including contractor record retention for three years following final payment (with access granted to the LHA, HUD, and the Comptroller General), exclusive PHA ownership of all proprietary interest and materials produced, and termination for convenience or cause provisions.
Award will be made to the responsible offeror whose bid is most advantageous to the Housing Authority, considering cost and other specified factors. Before award, the LHA may require offerors to demonstrate adequate financial resources, satisfactory performance history, integrity and business ethics, compliance with Equal Employment Opportunity requirements, and current eligibility status with HUD and other federal agencies. The Housing Authority reserves the right to reject any or all offers, accept other than the lowest bid, waive minor irregularities, and award multiple contracts if necessary.
Bids may only be modified or withdrawn prior to the bid opening time. Late submissions will not be considered except when submitted by registered or certified mail postmarked by specified deadlines or Express Mail Next Day Service. Prospective offerors requesting clarifications must do so in writing early enough to permit responses to reach all bidders before submission. Any information provided to one offeror will be furnished to all others as a solicitation amendment. Protests against contract award must be submitted in writing with dated acknowledgment of receipt to the Housing Authority.
